Recently Prime minister Narendra Modi has called for One Nation One Uniform for police. A two-days brainstorming session is being held in Faridabad, Haryana chaired by Home minister of India with IPSs, discussed over the idea propounded by Prime minister Narendra Modi. They discussed the internal security and law and order issues. In this session, PM Modi's vision One Nation One Uniform was emphasised. What would be the size and colour of uniform. They said it was not an attempt to force states to adopt it, but a selective in nature.
Regional Inconsistency :
There is different uniforms for different states. For example, Delhi police, West Bengal, Uttar Pradesh, Jammu Kashmir, Tamil Nadu, etc. The problem arises when the white uniform of Delhi police is considered as a traffic police but there is considered general police in the West Bengal.
We have a common idea over post office. You can see a common sign of Post office across the country. It is an attempt just to bring uniformity in the country. To bring uniform policy in the country.
The government has already done such type of policy like One Nation One Fertilizer, One Nation One Sign Language, One Nation One Grid, One Nation One Ration Card. And the One Nation One Election is awaiting it's approval. This will all lead to promote a feeling of unity in the country.
Challenges:
Police department works under state government. It means police comes under state list. To strengthen our federalism and democracy, our constitutional framers divided power sharing so efficiently that it could not create problem in future.
In the seventh schedule of the constitution there is a division of power between centre and States. And there are three lists made out namely central list, state list and concurrent list. This was made so that both the centre and States can't bother over their power. Their jurisdictions were made and they work on their own subjects.
But in the case, when a conflict arises on any issue then the subject goes in the favour of central list.
Police order and law and order has always been a subject list and centre can only give suggestions and design model framework, but at last, whether to accept or not wholly depends upon the states. The states can't be forced to accept the suggestions made by the centre.
Challenges and criticisms
The states consider this as an act against the pluralism and federalism of the country.
It is against the fundamental nature of the constitution.
These policies seem to be more inclined towards centre than states.
Way forward
1. One Nation One Uniform will promote unity in the country.
2. A co-ordination will establish between police organizations.
3. But extra uniformity itself against the uniformity.
4. May threaten our diversity.
5. Any dicisions must be brought with consent.
6. To bring all parties and States at one forum so that it could be made easy to pass.
